On March 10, 2006, China's Supreme People's Court announced that, by the end of 2005, altogether 15 preliminary people's courts were authorized with jurisdiction of IP cases in order to improve the judicial protection for IP in China. Wherein the Supreme People's Court designated another four intermediate courts which are in Quanzhou of Fujian Province, Jinhua of Zhejiang Province, Nantong of Jiangsu Province and Zhuzhou of Hunan Province, to act as first instance for cases concerning patents, and three intermediate courts in Jiuquan, Wuwei and Zhangye of Gansu Province for cases concerning new plant varieties.
Up to now, the Supreme People's Court has already designated 51 intermediate people's courts as first instance of cases concerning patents, 37 courts for cases concerning new plant varieties, and 43 courts for cases concerning layout-designs of integrated circuit.
